IGP ask Anwar to provide proof on Israeli spy

KUALA LUMPUR: Inspector-General of Police Tan Sri Musa Hassan on Tuesday challenged opposition leader Datuk Seri Anwar Ibrahim to provide evidence on his allegation that an Israeli intelligence agent is working in the Royal Malaysia Police (PDRM).

He said police needed concrete evidence including all information obtained by Anwar before starting detailed investigation on the matter.

"Provide evidence on the that it's easy for us to investigate because we can't start an investigation without any evidence," he said when contacted by Bernama, here.

Musa, who declined further comment on the matter, said police would open investigation as soon as they received complete information from Anwar.

He said this when asked to comment on the disclosure in Parliament today by Anwar who claimed that there was an Israeli agent working in the communications server room in Bukit Aman.

Anwar claimed that the agent concerned was also working for Asiasoft Malaysia, a sub-contractor involved in Master Plan Consulting Sdn Bhd to upgrade the the police communications system.

No Israel spies in police project, says Abu Seman

KUALA LUMPUR, April 13 — The Home Ministry today denied claims by opposition leader Datuk Seri Anwar Ibrahim that Israeli intelligence spies were working for a company involved in the Police Reporting System (PRS) project.

Deputy Home Minister Datuk Wira Abu Seman Yusop said internal investigations carried out by police revealed that all workers involved in the project were locals, except for one worker from India.

“The PRS System provides police management personnel with a database that can be used to monitor any type of crime category, criminal activity and other pertinent crime statistics within a particular district or in the community as a whole from anywhere in the country.

“The system will be installed throughout the country in three phases and Sabah and Sarawak during the fourth phase,” he said when winding up debate for the Supplementary Supply Bill (2009) 2010 at the committee level for his ministry at Dewan Rakyat today.

Last Tuesday, Anwar had claimed that he had documents to show that Israeli intelligence had access to strategic secrets of the country through Asiasoft (M) Sdn Bhd who were the sub-contractors for the installation of PRS.

Abu Seman said the first and second phase was undertaken by Sapura System Sdn Bhd (SSSB) and the third by Masterplan Consulting Sdn Bhd (MPC) which appointed Asiasoft (M) Sdn Bhd as the sub-contractor.

He added that all of Asiasoft (S) Pte Ltd’s shares were bought over by Asiasoft Global Pte Ltd which was registered in Singapore and not in Tel Aviv, Israel as claimed.

Abu Seman said 49 per cent of Asiasoft Global Pte Ltd was owned by a Singaporean by the name of Toh Kian Hong while the remaining 51 per cent belonged to Top Image Systems Ltd (TIS), a company where two directors were Israelis.

“Concerns of Israeli intelligence had come about during the transfer of shares in the company but the third phase of the project was already completed by Oct 2006, even before the restructuring exercise carried out by the company in Aug 2007. So the question of Israeli intelligence present in the project does not arise.

“The internal investigations carried out by police also showed that MPC had terminated the services of Asiasoft (M) Sdn Bhd on Dec 31, 2008,” he said.

He also denied allegations by Anwar that the RMPnet project, which was a two way communication system developed by Motorola Technology Sdn Bhd (MTSB) with MPC, had links with APCO Worldwide.

“RMPnet is a project to upgrade the communication system from the conventional analogue system used by police to digital, to ensure an efficient and effective system.

“MTSB carried out the project in accordance with the Apco P25 standards introduced by the ‘Association of Public Safety Communications Officials’ and known in short as Apco International.

“Apco International had nothing to do with APCO Worldwide which is a public relations company while RMPnet and PRS were two entirely different projects,” he said.

Abu Seman who also refuted claims that the cost of the RMPnet project had increased to RM999 million said the total cost actually remained at RM980 million. — Bernama

PDRM tingkat risikan dengan Iran


KUALA LUMPUR 16 Feb. - Kumpulan mafia antarabangsa yang turut mempunyai rangkaian di Iran merancang untuk menjadikan Malaysia sebagai hab atau transit jenayah dan dadah.

Namun hasil maklumat risikan dan tindakan pantas polis melalui Jabatan Siasatan Jenayah Narkotik (JSJN) Bukit Aman, rancangan tersebut berjaya digagalkan.

Perkara itu didedahkan oleh Ketua Polis Negara, Tan Sri Musa Hassan yang memberi jaminan akan mengambil tindakan proaktif melalui penguatkuasaan dan risikan untuk mengekangnya.

Beliau berkata, bagi tujuan tersebut, pihaknya akan menempatkan pegawai di pejabat Kedutaan Malaysia di Iran bagi mengumpul maklumat.

"Kita melihat dengan cara ini (menempatkan pegawai), kita boleh bersama-sama berkongsi maklumat dengan agensi penguat kuasa di sana.

"Kita yakin ia dapat mengekang penglibatan kumpulan mafia yang mahu menjadikan Malaysia transit penjenayah dan dadah," katanya ketika dihubungi Utusan Malaysia di sini hari ini.

Semalam, Utusan Malaysia melaporkan kumpulan mafia yang terkenal kerana mempunyai organisasi jenayah tersendiri khususnya dalam pengedaran dadah antarabangsa dikesan kini melebarkan sayapnya ke negara ini.

Perkara itu terbongkar apabila polis menahan tiga warganegara Iran di ibu negara baru-baru ini yang bertanggungjawab menyebabkan ramai rakyat negara tersebut ditahan kerana menyeludup sejumlah besar dadah ke negara ini.

Apa yang mengejutkan, siasatan mendapati mereka disyaki turut mempunyai kaitan dengan kumpulan mafia antarabangsa dari negara itu.

Timbalan Pengarah JSJN Bukit Aman, Datuk Othman Harun berkata, ketiga-tiganya diberkas hasil penahanan 41 warga Iran kerana menyeludup dadah ke negara ini sejak awal tahun ini.

Katanya, ketiga-tiga suspek itu akan melatih dan merekrut rakyat Iran sama ada di negara itu atau yang berada di Malaysia untuk menyeludup dadah.

Bekas duta Kanada akui jadi perisik CIA

MONTREAL 24 Jan. - Bekas Duta Kanada ke Iran, Kenneth Taylor mendedahkan beliau pernah berkhidmat sebagai perisik Agensi Perisikan Pusat (CIA) semasa krisis tebusan di Teheran berikutan revolusi Islam 1979.

Taylor membuat pendedahan itu dalam wawancara yang disiarkan dalam akhbar Globe and Mail semalam, sementara sebuah buku yang memperincikan peranan beliau mula dipasarkan.

"Perkara ini dirahsiakan selama 30 tahun dan saya mengandaikan ia akan terus dirahsiakan bagi tempoh 30 tahun lagi. Saya tidak menjangka berada di sini untuk bercakap mengenainya," kata Taylor.

Peranan beliau sebagai ejen perisikan Amerika Syarikat (AS) diatur oleh Presiden AS pada waktu itu, Jimmy Carter dan Perdana Menteri Kanada, Joe Clark.

Taylor menyalurkan maklumat kepada CIA daripada kedudukan beliau di Kedutaan Kanada di Teheran.

Pada 4 November 1979, pelajar Iran merampas Kedutaan AS di Teheran dan menahan 60 rakyat Amerika sebagai tebusan, dalam krisis yang berlarutan selama 444 hari sebelum mereka dibebaskan.

Taylor menjadi Duta Kanada ke Iran dari 1977 hingga 1980.

Beliau diketahui menyembunyikan enam kakitangan Kedutaan AS pada waktu itu tetapi inilah kali pertama beliau mendedahkan peranannya sebagai ejen rahsia CIA. - AFP

MADRID - A Spanish lawmaker was stunned and horrified to find out that the FBI used his photograph as part of a digitally enhanced image showing what Osama bin Laden might look like today.

Gaspar Llamazares of the United Left party said he would no longer feel safe traveling to the United States after his hair and facial wrinkles appeared on a wanted poster updating the U.S. government's 1998 photo of the al-Qaeda leader.

"I was surprised and angered because it's the most shameless use of a real person to make up the image of a terrorist," Llamazares said at a news conference Saturday.

"It's almost like out of a comedy if it didn't deal with matters as serious as bin Laden and citizens' security."

The Spanish newspaper El Mundo quoted FBI spokesman Ken Hoffman as acknowledging that the agency used a picture of Llamazares taken from Google Images for the digitally altered image of bin Laden.

The photo appeared on a U.S. State Department Web site, where a reward of up to $25 million is offered for bin Laden, wanted in the Sept. 11, 2001 attacks and the 1998 U.S. embassy bombings in Tanzania and Kenya.

Llamazares said he planned to ask the U.S. government for an explanation and reserved the right to take legal action. FBI headquarters in Washington did not respond immediately when asked for comment Saturday, requesting that questions be sent to them by e-mail.

The State Department told a reporter to call back Tuesday after the U.S. federal holiday on Monday.

Llamazares said he couldn't believe it when he was first told about the similarity, but he quickly realized the seriousness of the situation.

The 52-year-old politician said he would not feel safe traveling in the U.S. now, because many airports use biometrics technology that compares the physical characteristics of travelers to passport or other photographs.

"I have no similarity, physically or ideologically, to the terrorist bin Laden," he said.

They do share on characteristic - both are 52. Jose Morales, spokesman for Llamazares' party, told the Associated Press that no one in Spain had any idea that important security computer images such as the retouched bin Laden photo were built up from photographs of real people.

Llamazares, the former leader of his party, was elected to Spain's parliament in 2000.

Llamazares said it was worrying to see elite security services like the FBI resorting to such sloppy techniques, especially in the light of recent security alerts like the attempted Christmas Day bombing of a Detroit-bound airplane.

"It might provoke mirth, but it demonstrates that what we're seeing from security services isn't exactly recommendable," he said. Bin Laden is believed to be hiding in the lawless Pakistan frontier bordering Afghanistan.

His exact whereabouts have been unknown since late 2001, when he and some bodyguards slipped out of the Tora Bora mountains, evading air strikes, U.S. special forces and Afghan militias.

The U.S. State Department Web site shows the photos and bounty on bin Laden and 41 others wanted for terrorism.

MADRID (Reuters) – A Spanish politician said on Saturday that he was "stupefied" by the FBI's decision to use his photograph to compose its latest image of al Qaeda leader Osama bin Laden and is considering taking legal action. "Firstly I will ask the FBI for an explanation, which they haven't given me yet, and then I will reserve the right to take legal action," Gaspar Llamazares told CNN+.

"In the last few days I have seen the security services involved in some very strange things, some major failures, but I would never have believed they could have affected me so directly," he said.

LLamazares is a former leader of Spain's communist party Izquierda Unida and is currently its parliamentary spokesman.

An FBI agent said the organization was aware of similarities between the image -- an "age-progressed photograph" intended to give an updated idea of bin Laden's appearance -- and that of "an existing photograph of a Spanish public official."

Special agent Jason Pack said a forensic artist had been unable to find suitable features from the FBI's database of photographs and used a picture from the Internet instead.

"The forensic artist was not aware of the identity of the individual depicted in the photograph," Pack said, adding that the image would be taken off the "Rewards for Justice" website, a State Department site.

"I am stupefied the FBI has used my photo -- but it could have been anyone's -- to compose a picture of a terrorist. It affects my honor, my own image and also the security of all us," LLamazares said.

A spokesman for the Spanish prime minister's office said a Spanish official had suggested to the U.S. embassy in Madrid that it contact Llamazares to explain the matter.

The embassy's Councilor for Public Affairs William Ostic told Reuters that he telephoned LLamazares Saturday to apologize for the error.

FBI admits Spanish pol's photo used for bin Laden image

MADRID -- A Spanish lawmaker was horrified to learn that the FBI used an online photograph of him to create an image showing what Osama bin Laden might look like today.

The image using Gaspar Llamazares' photo appeared on a wanted poster updating the U.S. government's 1998 photo of the al-Qaida leader.

FBI spokesman Ken Hoffman acknowledged to the Spanish newspaper El Mundo that the agency used a picture of Llamazares taken from Google Images.

In a statement Saturday, the agency said only that it was aware of similarities between their age-progressed image "and that of an existing photograph of a Spanish public official."

"The forensic artist was unable to find suitable features among the reference photographs and obtained those features, in part, from a photograph he found on the Internet," the FBI said in a statement to the Associated Press.

The wanted poster appeared on the State Department Web site rewardsfor, listing a reward of up to $25 million. The FBI said the photo of bin Laden would be removed from the Web site.

Llamazares, former leader of the United Left party, was elected to Spain's parliament in 2000. The photograph of him used to make the wanted poster originally appeared on posters for his 2004 general-election campaign.

KUALA LUMPUR: Polis Diraja Malaysia (PDRM) bercadang menempatkan pegawai dan anggotanya di luar negara mulai tahun ini dalam usaha memantapkan risikan bagi menangani cubaan menyeludup dadah ke negara ini.

Pengarah Jabatan Siasatan Jenayah Narkotik (JSJN) Bukit Aman, Datuk Zulhasnan Najib Baharuddin, berkata anggota terbabit akan bekerjasama dengan polis negara berkenaan khususnya dalam pertukaran maklumat.

Sebagai permulaan, tujuh negara dicadangkan, iaitu Vietnam, Kemboja, Belanda, Peru, Hong Kong, Iran dan Laos.

“Kita sudah menghantar kertas kerja berhubungnya kepada kerajaan dan jika diluluskan, mereka akan berlepas tahun ini,” katanya pada sidang media di Bukit Aman, semalam.

Zulhasnan berkata, JSJN ketika ini menjalin kerjasama antarabangsa dengan 25 agensi penguat kuasa narkotik negara asing.

“Hasil usaha sama itu, 22 operasi sudah dijalankan sepanjang 2009 dengan 102 individu ditahan atas pelbagai kesalahan narkotik di seluruh negara.

“Dalam operasi itu, JSJN berjaya merampas 858.5 kilogram (kg) serbuk erimin-5, 435kg serbuk ecstasy, 33.36kg syabu dan 18.9kg kokain yang semuanya dianggarkan bernilai RM141.69 juta,” katanya.

Zulhasnan berkata, dalam kejayaan terbaru Ahad lalu, polis menahan lima lelaki Iran dan merampas 10 kilogram syabu bernilai RM2.5 juta di sebuah pangsapuri Jalan Hang Isap di sini, jam 5.45 petang.

Katanya, sindiket itu membawa masuk dadah berkenaan dengan mencelupnya pada pakaian dan tuala yang disorokkan dalam bagasi mereka.

“Cecair syabu itu dicelup pada tiga seluar serta masing-masing dua baju dan tuala yang dirampas daripada seorang lelaki di pangsapuri itu. Empat lagi ditahan di sebuah pusat beli-belah di Bukit Bintang, sejam kemudian.

“Siasatan mendapati anggota sindiket itu beberapa kali masuk ke negara ini termasuk seorang sejak dua tahun lalu menggunakan permit kerja yang sah. Semua mereka berusia 23 hingga 42 tahun ditahan reman hingga 10 Januari ini,” katanya.

RazakSAT images available from next year

LANGKAWI: Images recorded by the national remote sensing satellite, RazakSAT, now orbiting the earth along the equator, will be made available to users, such as government agencies and bodies, beginning next year, said Deputy Science, Technology and Innovation Minister Fadillah Yusof.

He said the images recorded by the satellite were most important and they could be utilised for various applications such as precision agriculture, landscape mapping, disaster prevention, road network and urban planning.

"The RazakSAT satellite is now operating smoothly after its launch on July 14. The configuration process is still going on to sharpen the images produced," he said when met after launching the images recorded by RazakSAT.

The event was being held in conjunction with the Langkawi International Maritime and Aerospace Exhibition (Lima) 2009.

Fadillah said the images recorded by the RazakSAT satellite could also be used by the military to monitor activities along the country's border because the RazakSAT could record four or five images each day.

There were also countries located along the equator that were interested to obtain the images recorded by the satellite, he said.

The RazakSAT satellite is the world's first remote sensing satellite launched at the Near Equator Orbit (NEqO).

The first image recorded by the satellite was on July 20 at Koh Samui, Thailand.

About 200 images had been recorded by the satellite at several locations in Malaysia between September and November.

RazakSAT is a Malaysian satellite carrying a high-resolution camera. It was launched into low Earth orbit by a Falcon 1 rocket on July 14, 2009. It was placed into an near-equatorial orbit that presents many imaging opportunities for the equatorial region.

This satellite is Malaysia's second remote sensing satellite after TiungSAT-1.

Originally called MACSAT, RazakSAT's payload is mainly electro-optical, carrying a Medium-sized Aperture Camera (MAC) which is a pushbroom camera with five linear detectors (one panchromatic, four multi-spectral) weighing approximately 50 kg. The entire satellite weighs at about 180 kg. [2]

The then-Prime Minister of Malaysia, Mahathir Mohamad renamed the satellite to RazakSAT in tribute to the second Prime Minister of Malaysia, Abdul Razak or known as the "Bapa Pembangunan Malaysia" (Father of Malaysian Development) for his contribution to Malaysia's development. This was held officially during Mahathir's working visit to Astronautic Technology (M) Sdn. Bhd. (ATSB) in 2003 at its premise in Technology Park Malaysia (TPM) in Bukit Jalil, Kuala Lumpur. It has since moved to its new premises at Hicom-Glenmarie Industrial Park, Shah Alam, Selangor. ATSB is a wholly-owned company of the Minister of Finance Inc. SpaceX launched RazakSAT at 03:35 UTC on July 14, 2009 using a Falcon 1 rocket. This was the fifth flight of a Falcon 1, and like the previous flights lift-off was from Omelek Island in the Kwajalein Atoll. At 05:25 UTC Elon Musk, founder and CEO of SpaceX, told a reporter the launch had been a success. "We nailed the orbit to well within target parameters...pretty much a bullseye." Musk said

RazakSAT's mission plan will be carried out by engineers from ATSB. Control operations will be conducted through Malaysian National Space Agency 's Ground Station in Banting, Selangor and ATSB's ground station in Shah Alam, Selangor consisting of a Mission Control Station (MCS) and Image Receiving and Processing Station (IRPS). Another Malaysian ground station which would be able to receive images from the satellite is the Remote Sensing Malaysia groundstation in Temerloh, Pahang. The IRPS will receive and archive images for post processing and distribution to the users.

RazakSAT is unusual as it was placed at Near equatorial orbit (NEqO); unlike many other satellites of its kind that are placed on Sun-Synchronous Orbit (SSO). RazakSAT's orbital inclination will coincide with the latitude of its launch at Kwajalein, and that of the northernmost extent of Malaysia. Thus its launch will be nearly due east and quite efficient.[citation needed]

This is especially important because Malaysia is usually covered by the equatorial cloud bands. Normal sun-synchronous optical satellites, which may re-visit an area only once every 14 days, will almost never be able to see the ground during their pass. As a result, much optical imagery of Malaysia is years out of date.

Razaksat, on the other hand, will revisit some part of Malaysian territory every 90 minutes, maximising its ability to exploit gaps in the clouds, and substantially improving coverage of the country as a result.

LIMA 2009 berakhir cemerlang

LANGKAWI 5 Dis. - Pameran Udara dan Maritim Antarabangsa Langkawi (LIMA) 2009 yang bermula Selasa lalu melabuhkan tirainya hari ini dengan mencatatkan urus niaga industri pertahanan dan keselamatan yang dianggarkan bernilai RM9.5 bilion.

Jumlah dagangan itu melibatkan nilai rasmi sebanyak RM4.7 bilion, manakala bakinya melibatkan persetujuan pelbagai memorandum persefahaman (MoU) dan kontrak tidak rasmi.

Menteri Pertahanan, Datuk Seri Dr. Ahmad Zahid Hamidi berkata, daripada jumlah rasmi berkenaan, syarikat swasta mencatatkan pemeteraian kontrak dan MoU terbesar iaitu sebanyak RM2.4 bilion

Katanya, Kementerian Pertahanan pula mencatatkan nilai keseluruhan RM1.27 bilion diikuti urus niaga syarikat swasta di tapak pameran masing-masing (RM1 bilion) dan agensi-agensi kerajaan lain sejumlah RM17.56 juta.

"Jumlah ini rendah sedikit daripada yang dicatatkan pada penganjuran dua tahun lalu tetapi kita faham ia disebabkan kemelesetan ekonomi yang teruk ketika ini.

"Saya yakin untuk tempoh dua tahun akan datang, beberapa majlis menandatangani kontrak dan pembekalan aset tentera akan terus dijalankan yang kita akan umumkan dari semasa ke semasa," katanya pada sidang akhbar LIMA 2009 yang berakhir hari ini di Pusat Pameran Antarabangsa Mahsuri (MIEC) di sini.

Edisi LIMA kali ini melibatkan 325 peserta dari 25 buah negara antaranya Australia, Belarus, Denmark Singapura, New Zealand, Indonesia, Hong Kong, United Kingdom dan Amerika Syarikat (AS).

Ia dibahagikan kepada dua sektor iaitu maritim yang diadakan di Awana Porto Malai dan segmen udara di MIEC.

Ahmad Zahid berkata, LIMA 2009 berlangsung dengan jaya termasuk menyaksikan penyertaan syarikat tempatan yang menempah seluas 37 peratus lantai pameran sekali gus membuktikan mereka mula bergerak untuk menjadi pemain-pemain utama dalam industri pertahanan.

Katanya, ia juga menyaksikan kehadiran panglima laut seramai 31 orang dari seluruh dunia yang mengambil bahagian dalam Persidangan Maritim Antarabangsa.

Menurut beliau, LIMA 2009 yang mendapat kerjasama Kementerian Pelancongan turut menyemarakkan lagi industri pelancongan negara apabila ia menganjurkan karnival di pekarangan letak kereta Awana Porto Malai dan Kompleks Pekan Rabu di Kuah.

"Para peserta karnival itu mempamerkan pelbagai jenis produk, kraf tangan dan makanan yang terdapat di negeri masing-masing bagi membolehkan pengunjung mengenali produk mereka," katanya.

Dalam pada itu, Ahmad Zahid memberitahu, kehadiran pelawat yang mengunjungi pameran sepanjang lima hari itu dianggarkan mencecah 78,000 orang.

Katanya, ia melibatkan pelawat perdagangan sejumlah 38,000 orang dan bakinya merupakan pengunjung awam.

Menurut beliau, LIMA yang dianjurkan sejak 1991 hasil ilham bekas Perdana Menteri, Tun Dr. Mahathir Mohamad akan diteruskan pada 2011.

Tentera Laut Filipina-TLDM dipererat

LANGKAWI 4 Dis. – Tentera Laut Filipina akan terus mempereratkan hubungan dua hala yang telah sekian lama terjalin dengan Tentera Laut Diraja Malaysia (TLDM).

Komander Tugas-Tugas Khas Tentera Laut Filipina sempena Pameran Maritim dan Udara Antarabangsa Langkawi (LIMA 2009), Kapten Albert A. Mogol berkata, TLDM merupakan tentera laut pertama yang mengadakan kerjasama dengan negaranya.

Menurutnya, ia merangkumi aspek-aspek maritim seperti eksesais bersama bagi memperkukuhkan lagi bidang ketenteraan maritim antara kedua-dua belah negara.

“TLDM merupakan pasukan pertama kami bekerjasama jadi kami akan memastikan kerjasama dan hubungan yang telah dibina ini akan dijaga dan dipereratkan dari semasa ke semasa.

“Penganjuran LIMA merupakan platform terbaik yang disediakan oleh TLDM yang mempunyai komitmen untuk mengukuhkan hubungan persaudaraan antara negara peserta kali ini,” katanya.

Beliau berkata demikian ketika ditemui pemberita di atas kapal Tentera Laut Filipina, BRP Dagupan City yang berlabuh di Awana Porto Malai sempena LIMA 2009 di sini hari ini.

Mogol berkata, LIMA kali ini merupakan penyertaan kali kedua mereka.

“Kali pertama kami menyertai LIMA adalah pada 1999 dan kami komited untuk menyertai LIMA setiap kali penganjurannya selepas ini,” katanya.

Menurutnya, LIMA 2009 merupakan penganjuran bertaraf dunia dengan Malaysia menggabungkan aspek aeroangkasa dan maritim secara bersama.

Katanya, ia harus dicontohi terutamanya oleh semua negara-negara peserta kerana ia merupakan usaha murni Malaysia dalam mengukuhkan kerjasama erat dalam segmen maritim khasnya.

“LIMA 2009 juga menjadi tempat untuk tentera laut kami belajar daripada negara-negara peserta lain mengenai aspek maritim selain melihat peralatan yang boleh dijadikan aset baru bagi tentera laut kami,” katanya.

Selain TLDM, Mogol berkata, Tentera Laut Filipina juga akan mengekalkan hubungan baik antara semua tentera laut di negara jiran.

“Matlamat tentera laut kami adalah untuk mengukuhkan kerjasama serantau dengan semua tentera laut di negara jiran,” katanya.

Government short-lists aircraft from five countries to replace MiG

LANGKAWI Dec.4 — The government has short-listed aircrafts from five countries to replace the MiG 29N which will be phased out next year, Defence Minister, Datuk Seri Dr. Ahmad Zahid Hamidi said today.

"The five countries will be invited to submit their tenders,” he told reporters after viewing an exhibition at the Mahsuri International Exhibition Center (MIEC) in conjunction with the Langkawi International Maritime and Aerospace Exhibition 2009 (LIMA 2009) here.

Ahmad Zahid said the purchase of the aircrafts would however depend on the availability of funds.

"The new asset to replace the MiG will be the multi role combat aircrafts which is cost efficient and can be used for at least 20 years,” he added. - Bernama

ATM, TNI rancang latihan tangani pengganas

KUALA LUMPUR 20 Nov. - Angkatan Tentera Malaysia (ATM) dan Tentera Nasional Indonesia (TNI) buat pertama kali merancang mengadakan latihan bersama khusus bagi menangani pengganas.

Panglima Angkatan Tentera Malaysia (ATM), Jeneral Tan Sri Azizan Ariffin (gambar) berkata, latihan gabungan bersama darat, udara dan samudera itu dijadualkan berlangsung di Selat Melaka pada April tahun depan.

Bagaimanapun, katanya, cadangan itu masih di peringkat konsep dan ia akan dirujuk kepada mesyuarat peringkat Jawatankuasa Am Sempadan (GBC) Malindo membabitkan Menteri Pertahanan kedua-dua negara selewat-lewatnya awal tahun depan.

"Latihan bersama ini merupakan satu platform mengeratkan kerjasama antara ATM dan TNI.

"Ini kali pertama latihan bersama dikhususkan kepada latihan untuk menangani keganasan," katanya.

Beliau berkata demikian pada sidang akhbar yang turut disertai Panglima TNI, Jeneral Joko Santoso selepas mempengerusikan secara bersama Sidang Ke-7 Jawatankuasa Peringkat Tertinggi (HLC) Malindo di sini hari ini.

HLC yang bernaung di bawah GBC Malindo merupakan badan kerjasama kerajaan Malaysia dan Indonesia bertujuan menangani masalah keselamatan di perbatasan kedua-dua negara.

Sidang HLC yang berakhir hari ini membahas dan menimbang arahan daripada Persidangan GBC Malindo di Indonesia, Disember tahun lalu selain membincangkan perkembangan keselamatan dan pembangunan semasa perbatasan.

Mengenai mesyuarat itu, Azizan berkata, beliau berpuas hati kerana masalah yang dibincangkan dapat diselesaikan dengan semangat yang tinggi oleh kedua-dua pihak.

Sementara itu, Joko Santoso menegaskan, kerjasama antara TNI dan ATM merupakan 'tiang seri' mengeratkan hubungan kerajaan serta masyarakat di Malaysia dan Indonesia.

Beliau mengakui, adakalanya tercetus masalah dalam perhubungan kedua-dua negara namun sebenarnya lebih banyak perkara positif yang berlaku.

"Kerjasama yang TNI jalinkan dengan ATM adalah paling erat berbanding hubungan kami dengan negara lain.

"Sebagai negara berjiran, memang ada saja masalah-masalah yang terjadi tetapi lebih banyak lagi hal yang bermanfaat berlaku," katanya.

Batalion Keenam RRD terima panji-panji baru



Raja Perlis selaku Kolonel Yang Dipertua Rejimen Renjer Diraja (RRD), Tuanku Syed Sirajuddin Syed Putra Jamalullail menghadiri majlis penganugerahan Panji-Panji baru RRD di Dataran Panglima Tentera Darat Kem Sungai Besi, baru-baru ini.

Dengan cogankata 'Agi Idup Agi Ngelaban' Batalion Keenam Rejimen Renjer Diraja (RRD) terus mengorak langkah untuk menjadi sebuah pasukan yang sentiasa terampil dan siaga dalam Tentera Darat dan Angkatan Tentera Malaysia (ATM).

Terbaru, pasukan itu berjaya menyempurnakan penganugerahan Panji-panji Rejimen baru yang telah disempurnakan oleh Raja Perlis selaku Kolonel Yang Dipertua RRD, Tuanku Syed Sirajuddin Syed Putra Jamalullail di Dataran Panglima Tentera Darat, Kem Perdana Sungai Besi, baru-baru ini.

Penganugerahan itu memberi semangat kepada seluruh warga Batalion Keenam RRD untuk menjalankan tugas mereka dengan penuh tanggungjawab dan beretika.

Lebih penting, semangat dan iltizam mereka untuk menjadi anggota tentera yang berjuang demi keamanan dan kesejahteraan negara tercinta.


Batalion Keenam RRD telah ditubuhkan pada 1 Januari 1970 di Kem Sungai Udang, Melaka. Pada awal penubuhan pasukan itu, anggotanya terdiri daripada gabungan Batalion Kedua, ketiga dan keempat RRD serta Rejimen Askar Melayu Diraja (RAMD).

Seramai 150 anggota lagi telah diambil daripada pasukan Pertahanan Tempatan Melaka dan Negeri Sembilan bagi memenuhi perjawatan. Leftenan Kolonel Mansur Yunus merupakan Pegawai Memerintah yang pertama dan sehingga kini, pasukan itu telah diperintah oleh 20 Pegawai Memerintah.

Pegawai Memerintah sekarang adalah Leftenan Kolonel Omar Baharom yang mengambil alih jawatan tersebut pada 15 Januari lalu sehingga sekarang.

Penganugerahan Panji-Panji

Tarikh 2 Oktober 1992 adalah hari yang bersejarah bagi pasukan itu apabila dianugerahkan Panji-panji Rejimen. Tuanku Raja Perlis ketika itu, iaitu Tuanku Syed Putra Syed Hassan Jamalullail, selaku Kolonel Yang Dipertua RRD telah menyempurnakan penganugerahan tersebut dalam satu upacara yang gilang-gemilang.

Istiadat tersebut turut dihadiri oleh Raja Perempuan Perlis, Tengku Budriah Ibni Al-Marhum Tengku Ismail; Datuk Seri Najib Tun Razak yang ketika itu Menteri Pertahanan dan Panglima Angkatan Tentera, Jeneral Tan Sri Yaacob Mohd. Zain.

Sejarah dan Tradisi Panji-Panji

Perkataan 'Panji-Panji Tentera' bererti bendera atau bendera-bendera yang dibawa oleh unit tentera. Pada mulanya, bendera-bendera itu hanya dimaksudkan pada bendera yang dibawa oleh unit-unit berjalan kaki terutamanya Infantri tetapi selepas itu ditujukan juga pada bendera dan lencana Tentera Berkuda dan Unit-unit berkenderaan.

Perkataan Panji-panji atau bahasa Inggerisnya 'Colours' mula digunakan sebagai panggilan kepada warna-warna cerah yang terdapat pada bendera Infantri.

Panji-panji telah digunakan sebagai cara pengenalan dan tanda tempat berkumpul semasa dalam peperangan. Panji-panji juga digunakan untuk menandakan markas dalam peperangan.

Ekoran perubahan yang berlaku dalam muslihat dan teknik peperangan, panji-panji telah dianggap sebagai simbol semangat dan tradisi rejimen atau pasukan yang membawanya.

Pada zaman abad pertengahan, panji-panji digunakan sebagai Lambang Agama atau Peribadi. Lambang Peribadi telah semakin berkurangan digunakan.

Dengan terbukanya kompeni-kompeni dan unit kepada rejimen dan kor, panji-panji juga beransur-ansur disusun mengikut sistem semasa.

Dalam ATM, panji-panji dikurniakan kepada sebuah rejimen sebagai penghargaan terhadap perkhidmatan dan kesetiaan rejimen tersebut kepada raja dan negara.

Satu lagi Panji-panji Rejimen adalah Panji-panji Yang di-Pertuan Agong yang melambangkan kesetiaan rejimen kepada raja dan mempunyai tempat yang lebih utama daripada Panji-panji Rejimen.

Atas sebab-sebab ekonomi, sesebuah batalion dikurniakan dengan Panji-panji Rejimen sahaja.

Panji-panji Yang di-Pertuan Agong hanya dikurniakan kepada rejimen atau kor oleh Yang di-Pertuan Agong manakala Panji-panji Rejimen dikurniakan oleh Kolonel Yang di-Pertua Rejimen masing-masing atau Raja-Raja Melayu yang dilantik.

Upacara pengurniaan panji-panji kebiasaannya diadakan dengan kebesaran mengikut adat istiadat tradisi tentera.

Panji-panji juga diarak di hadapan anggota pasukan dan kenamaan pada hari tertentu atau perayaan dan kebesaran dari masa ke semasa. Ekoran itu timbulnya perkataan " mengarak Panji-panji atau Trooping The Colours".

Sebagai tanda penghormatan pada sesebuah pasukan, segala kegiatan yang melibatkan peperangan di mana pasukan itu turut berjuang akan disulam di atas Panji-panji Rejimen tersebut.

Tanda-tanda ini dikenali sebagai kehormatan perang atau 'Battle Honours'. Panji-panji disanjung tinggi dan diberi penghormatan mulia oleh setiap lapisan anggota tentera. Apabila dibariskan, panji-panji akan dibawa oleh pegawai muda dan diiringi oleh dua Sarjan Pengiring panji-panji.

Semasa panji-panji yang dibariskan melintas lalu di hadapan, adalah menjadi adat resam yang dituntut supaya hadirin berdiri dan mereka yang berpakaian seragam memberi tabik hormat.

Sekiranya langkah-langkah penjagaan diikuti dan diamalkan dengan sempurna, panji-panji boleh digunakan sehingga 15 ke 20 tahun. Untuk menyempurnakan penggantian panji-panji baru, satu istiadat penggantian panji-panji mesti dilaksanakan.

Panji-panji Baru

Batalion Keenam RRD juga tidak terkecuali apabila panji-panji pertamanya yang sudah menjangkau usia hampir 17 tahun ditukar baru. Istiadat pertukaran panji-panji itu disempurnakan oleh Tuanku Syed Sirajuddin Syed Putra Jamalulllail pada 10 Oktober lalu.

Ketika bertitah pada istiadat itu, Tuanku Syed Sirajuddin mengucapkan syabas dan tahniah kepada Batalion Keenam RRD yang telah membuat persiapan begitu teliti dan rapi agar istiadat berjalan dengan sempurna dan teratur.

Jelas sekali, titah baginda, semua pegawai dan anggota telah memberikan sepenuh komitmen dalam menjayakan istiadat tersebut.

"17 tahun yang lalu, pada tanggal 2 Oktober 1992, Paduka Ayahanda beta telah mengurniakan Panji-panji Rejimen ini di Kem Wardieburn dalam istiadat yang penuh gilang-gemilang dan kini telah tiba masanya panji-panji tersebut ditamatkan tauliahnya dan diganti dengan panji-panji yang baru," titah baginda.

Ujar baginda, pengurniaan panji-panji merupakan pengiktirafan tertinggi negara kepada sesebuah pasukan. Pengiktirafan itu diberikan hanya setelah sesebuah pasukan tersebut menunjukkan pengorbanan, kesetiaan, ketaatan dan komitmen bahkan ada kalanya dengan titisan darah yang menyumbang kepada kepentingan dan kedaulatan Negara.

''Beta berharap sekalian pegawai dan anggota Batalion Keenam RRD akan menghargai dan menghormati panji-panji yang telah dianugerahkan kerana ia hasil titik peluh dan titisan darah saudara-saudara kita terdahulu yang sebahagiannya gugur sebagai Pahlawan Negara.

''Mereka benar-benar telah menjiwai dan menghayati kata-kata "Agi Idup, Agi Ngelaban"," titah baginda.

Selain itu, baginda juga berbangga dengan perubahan dan pembaharuan yang telah dicapai oleh ATM amnya dan RRD khususnya. Kini RRD terdiri daripada pasukan light infantry dan juga airborne infantry.

Titah baginda, pelbagai peranan yang dimainkan RRD itu menunjukkan perubahan dan pemodenan yang sedang dilalui oleh ATM.

''Sebagai Kolonel Yang Dipertua Rejimen Renjer Diraja, beta mahu melihat perubahan-perubahan ini mengukuhkan lagi Rejimen Renjer Diraja daripada segi fizikal, kelengkapan, pemikiran, disiplin, komitmen dan kemahiran,'' ujar baginda.

Tambah baginda, ATM seharusnya kekal relevan dengan zaman teknologi yang semakin moden.

"Kita seharusnya melakukan perubahan daripada segi pengurusan, pentadbiran, perancangan dan pelaksanaan agar seiring dengan cabaran dan ancaman semasa di samping mengekalkan ciri-ciri asas ketenteraan dalam masa yang sama.

"Beta juga ingin menyeru agar nilai-nilai rejimental terus dikekalkan dengan pengurusan berkualiti yang menyeluruh dan menjadikan RRD sebuah organisasi yang unggul, mantap serta berwibawa dalam apa jua bidang dan tugas yang dipertanggungjawabkan," titah baginda.

Baginda bertitah, jika menyusuri sejarah RRD, ia penuh dengan unsur dan semangat "kepelbagaian dalam kesatuan".

Tambah baginda, leluhurnya iaitu Sarawak Rangers dan kemudian RRD yang dianggotai pelbagai kaum dan etnik, menunjukkan bahawa walau berbeza keturunan dan kepercayaan serta pelbagai adat, RRD tetap satu.

"Beta berbangga kerana RRD telah berjaya membuktikan manusia yang pelbagai bangsa dan agama boleh wujud dalam suasana harmoni dan hormat-menghormati jika mereka percaya pada perkara yang sama dan tidak melihat perbezaan antara mereka.

"Ingatlah titisan darah dan pengorbanan nyawa demi mengekalkan perpaduan dan kesatuan antara kita adalah harga yang murah untuk dibayar berbanding dengan kebinasaan yang bakal kita alami jika berpecah-belah dan bermusuhan," titah baginda.

Dalam pada itu, baginda meletakkan amanah dan iltizam menjaga perpaduan dan kesatuan pasukan tersebut di atas bahu setiap pegawai dan anggota renjer agar suatu hari nanti RRD adalah contoh rejimen yang melambangkan semangat 1Malaysia.

SUASANA tenang di Putrajaya pada pagi Jumaat baru-baru ini, tiba-tiba 'digemparkan' dengan deruan bunyi helikopter Tentera Udara Diraja Malaysia (TUDM) yang berlegar-legar di sekitar Tasik Putrajaya.

Kemudian disusuli letupan kuat dari arah tasik dan tembakan bertalu-talu berhampiran Pusat Maritim Putrajaya di Presint 5.

Tidak lama kemudian barulah diketahui bahawa satu 'serangan mengejut' telah dilakukan oleh anggota Skuadron Maritim 21 Gerup Gerak Khas (GGK) dalam misi membebaskan seorang kenamaan yang telah diculik kumpulan pengganas.

Sebelum itu, sebuah bot yang dinaiki oleh sepasukan anggota komando meluncur laju membelah tasik sambil diekori oleh helikopter yang membuat penyusupan dua anggota dari udara.

Anggota-anggota perenang tempur berjaya menyusup masuk ke kawasan pengganas dengan berenang di permukaan air.

Masing-masing lengkap dengan senjata Carbine M4, sniper, pistol serta Automatic Granade Launcher selain M203.

Apa yang menarik perhatian, Skuadron Maritim yang terkenal dengan ketangkasan muncul dengan bot amfibia yang boleh 'berjalan' di daratan.

Serangan dilakukan ke atas kubu pengganas dan akhirnya mangsa penculikan berjaya dibawa keluar menaiki bot tersebut yang dari daratan terus meluncur ke tasik lalu meninggalkan kawasan musuh.

Babak misi Skuadrom Maritim bersama bot Amphibious Sealegs itu dipamerkan dalam demonstrasi yang diadakan baru-baru ini.

Dalam demonstrasi itu, anggota skuadron tersebut mempamerkan beberapa gerak atur yang cukup kemas iaitu membabitkan; Fast Roping (penyusupan melalui udara) - dua anggota membuat penyusupan dengan menggunakan pesawat udara dan membuat pendaratan pantas dengan turun menggunakan kaedah fast roping

Close Circuit Breathing Apparatus (CCBA) - penyusupan melalui air dengan CCBA dan Diver Propulsion Vehicle (DPV)yang tidak dapat dikesan musuh.

Surface Swim - anggota perenang tempur menyusup masuk ke kawasan musuh dengan berenang ke permukaan air di jarak jauh supaya tidak dikesan oleh musuh.

Raid - serangan mengejut ke sasaran musuh di pesisiran pantai dengan cara pantas, berkesan dan teratur serta melakukan pengunduran melalui jalan yang telah dirancang.

Fast Recovery - satu teknik pengunduran yang dirancang dengan menggunakan bot.

Hostrack - teknik membawa keluar anggota menggunakan pesawat udara.

Demonstrasi di Pusat Maritim Putrajaya itu turut disaksikan oleh Menteri Pertahanan, Datuk Seri Dr. Ahmad Zahid Hamidi dan Panglima 21 Gerup Gerak Khas (GGK), Brigedier Jeneral Datuk Abdul Samad Yaakob.

Ia sempena pelancaran Ekspedisi Le Tour 1Malaysia bersama bot Amphibious Sealegs sejauh kira-kira 1,600 kilometer yang berlangsung pada 28 November hingga 1 Disember 2009.

Ia adalah dalam usaha skuadron itu menguji aset baru, Amphibious Sealegs keluaran Sealegs International Limited yang berpangkalan di New Zealand.

Jika pembeliannya diluluskan oleh Angkatan Tentera Malaysia (ATM), ia menyaksikan Malaysia adalah negara pertama yang memiliki aset berkenaan.

Menurut Abdul Samad, bot amfibia itu memenuhi ciri-ciri yang diperlukan oleh skuadron berkenaan yang sebelum ini dikenali sebagai Skuadron Perahu Khas.

"Ini kerana ada ketikanya dalam misi, kita terpaksa naik ke daratan, cuma sekarang kita menguji kemampuannya dalam peringkat jarak jauh.

"Ia termasuk melalui ujian di laut, seboleh-bolehnya sampai ke tahap tujuh hingga sembilan bagi membolehkan kita melakukan penyusupan ke kawasan musuh dalam keadaan laut bergelora," katanya kepada Utusan Malaysia baru-baru ini.

Mengimbas penubuhan Skuadron Maritim, Abdul Samad berkata, sebelum ini ia dikenali sebagai Skuadron Perahu Khas yang berkuatkuasa pada 1 Mac 1990.

Secara ad hoc, ia menggunakan perjawatan terup perahu tempur di bawah Pasukan Rejimen 21 dan 22 Komando dengan operasi dan latihan di bawah pentadbiran Markas 21 GGK.

Katanya, selaras dengan penstrukturan 21 GGK untuk menghadapi saingan serta ancaman globalisasi peperangan masa kini, skuadron perahu khas turut mengalami perubahan.

Kini dengan nama Skuadron Maritim, ia boleh diaturgerak bagi menghadapi ancaman peperangan konvensional dan keganasan melalui tiga dimensi iaitu penyusupan, penarikan keluar melalui udara dan permukaan air serta bawah air.

Kata Abdul Samad, tujuan penubuhan skuadron maritim semasa perang adalah untuk menyalurkan maklumat awal yang terperinci kepada 21 GGK dan formasi atasan untuk membantu perancangan operasi susulan.

"Skuadron itu juga melaksanakan operasi ofensif di kawasan musuh seperti sabotaj, serangan mengejut amfibia skala kecil dan lain-lain tugasan dengan kaedah penyusupan melalui perairan dan mengumpulkan maklumat seperti tinjauan pantai.

"Ia juga boleh ditugaskan untuk menanda zon pendaratan manakala semasa aman, skuadron itu boleh digerakkan untuk menangani keganasan maritim dan membantu tugasan mencari serta menyelamat di air," katanya.

Skuadron Maritim dianggotai oleh mereka yang berkelayakan dalam mengendalikan bot khas di samping mempunyai kepakaran menyelam, perenang tempur menggunakan CCBA, tinjauan pantai dan menyelamatkan tebusan atas kapal.

Rata-rata anggota skuadron itu mempunyai kepakaran navigasi bawah air semasa melaksanakan latihan dan operasi.

Selepas lulus asas komando, anggota perlu menghadiri kursus pemandu perahu, kursus asas menyelam, perenang tempur (kelas satu hingga tiga) di samping kursus payung terjun membabitkan penerjunan statik dan bebas.

"Anggota yang lulus sebagai perenang tempur kelas satu layak menjadi jurulatih perancang operasi amfibia skala kecil dan penyelia menyelam.

"Secara umumnya mereka yang menganggotai skuadron itu perlu mempunyai kecekalan, kesabaran dan keupayaan fizikal yang tinggi, mereka dipanggil Super Komando, ini kerana hendak menjadi penyelam bukan suatu perkara yang mudah," kata Abdul Samad.

Menceritakan lebih lanjut pengalaman Skuadron Maritim, Abdul Samad berkata, pasukan tersebut pernah terlibat dalam beberapa operasi seperti melawan insurgensi kedua konfrantasi dan mengawal pulau-pulau tuntutan bertindih pada peringkat awal sekitar tahun 80-an.

"Ketika itu, anggota-anggota skuadron ditempatkan di Pulau Layang-Layang dan Laut China Selatan.

"Dalam Operasi Pasir di perairan Sabah, pada peringkat awal Skuadron Maritim membantu mengendalikan bot tempur hingga wujudnya Kompeni Bot Tempur sehingga hari ini," kata Abdul Samad.

Dalam pada itu katanya, melalui Ekspedisi Tour 1Malaysia Sealegs 2009 bersama bot Amphibious Sealegs dari Pantai Timur ke Pantai Barat Semenanjung benar-benar menguji ketahanan mental dan fizikal anggota skuadron tersebut.

Ekspedisi yang disertai 12 komando dari skuadron itu melakar sejarah negara apabila berjaya dicatat dalam World Guinness Book of Records iaitu penjelajahan paling jauh menggunakan bot amfibia.

Ekspedisi tersebut disertai oleh pegawai dan anggota komando pelbagai kaum yang melambangkan gagasan 1Malaysia. Kejayaan itu merupakan kesinambungan daripada ketangkasan yang ditunjukkan oleh anggota Gerak Khas melalui ekspedisi sebelum ini seperti ekspedisi pertama dan merintis jalan pendakian Gunung Everest pada 1997.

Selain itu, anggota Gerak Khas juga terbabit dalam ekspedisi pertama penerjunan menawan Kutub Utara 1998 dan ekspedisi pertama berkenu merentasi Laut China Selatan dari Tanjung Sedeli, Johor ke Kuching, Sarawak pada 2007 membabitkan perjalanan sejauh 760 batu nautika dalam tempoh 17 hari.

Tiga Warga Sri Lanka Selamat, 10 Penculik Ditahan

KUALA LUMPUR, 2 Nov (Bernama) -- Tiga warga Sri Lanka, termasuk dua lelaki warga emas berjaya diselamatkan dari cengkaman sindiket penculikan antarabangsa hasil kerjasama polis Malaysia, Perancis dan polis antarabangsa (Interpol).

Dua lelaki warga emas itu diselamatkan dari sebuah rumah di Setapak pada Khamis (29 Okt) lepas hasil maklumat yang diperolehi daripada enam suspek yang ditahan pada hari Rabu (28 Okt) berikutan kes penculikan seorang remaja Sri Lanka pada 26 Okt, kata Pengarah Siasatan Jenayah Bukit Aman Datuk Seri Mohd Bakri Zinin.

Beliau berkata ketiga-tiga mangsa, termasuk warga emas yang berumur 57 dan 63 tahun itu, bukan sahaja dikurung tetapi juga dipukul dan didera, serta tidak diberikan makan oleh kumpulan penjenayah itu.

Mohd Bakri berkata hasil kerjasama PDRM, Interpol dan polis Perancis, pihak berkuasa Perancis berjaya menahan empat suspek berusia 20 hingga 36 tahun di Perancis, dan Malaysia menahan enam termasuk warga tempatan dan Sri Lanka yang berusia antara 20 hingga 30 tahun.

"Bertindak atas laporan seorang remaja Sri Lanka diculik pada 26 Okt, polis menyerbu sebuah rumah di Setapak dan menahan enam lelaki berkenaan sebelum menyelamatkan dua warga emas Sri Lanka keesokan paginya di kawasan berhampiran," katanya kepada pemberita di pejabatnya di sini.

Beliau berkata dua warga emas itu didapati masuk ke negara ini secara sah dan dipercayai baru beberapa hari diculik oleh kumpulan penjenayah itu.

Mohd Bakri berkata beliau percaya sindiket tersebut hanya mahukan wang tebusan dan bukan bertujuan menjadikan mangsa culik itu sebagai mangsa penyeludupan manusia.

"Kita percaya ia tiada kaitan dengan penyeludupan manusia tetapi kita akan siasat motif kesemua mangsa masuk ke negara ini. Kita juga sedang menyiasat sama ada salah seorang suspek yang ditahan adalah dalang sindiket ini," katanya.

Mohd Bakri berkata siasatan akan diteruskan termasuk menjejaki sekiranya masih ada saki baki ahli sindiket itu di Malaysia, Sri Lanka atau negara lain bagi memastikan sindiket tersebut ditumpaskan sepenuhnya.

Beliau berkata modus operandi sindiket itu adalah dengan mensasarkan warga Sri Lanka yang masuk ke negara ini dengan menculik mangsa sebelum menuntut wang tebusan dibayar dalam akaun bank di luar negara misalnya di Perancis.

Rangkaian sindiket yang berada di negara ini mulanya akan menyusun rancangan rapi sebelum menculik mangsa dan kemudiannya menghubungi keluarga mangsa yang berada di luar negara untuk membayar wang tebusan di dalam akaun yang ditetapkan, katanya.

"Mangsa sindiket ini bukannya datang dari keluarga berada tetapi sederhana. Suspek juga tidak menuntut wang tebusan yang tinggi malahan dalam kes membabitkan remaja 16 tahun itu, sebanyak RM25,000 dituntut suspek dan jumlah itu dibayar oleh keluarganya.

"Bagaimanapun, suspek tidak sempat menuntut wang tebusan dari keluarga dua warga emas berkenaan," katanya.

Katanya, tangkapan sindiket tersebut merupakan yang terbesar setakat ini yang mensasarkan warga Sri Lanka sebagai mangsa.

KUALA LUMPUR: Police rescued two more victims from the same syndicate that kidnapped a 16-year-old Sri Lankan earlier.

The victims, a 57-year-old and another who is 63, were held in an apartment in Setapak near where the teenager was confined.

Initial investigations revealed that the victims were beaten, drugged and starved during their captivity.

Federal CID Director Comm Datuk Seri Bakri Zinin said police also arrested six men, including a Sri Lankan.

They were alerted about the kidnapping on Oct 26 after the parents of the 16-year-old transferred 5,000 euros (RM25,000) to the suspects. The transaction was done in France.

Two days later, a team of policemen raided a house in Setapak and saved the boy.

That rescue led police to uncover the plight of the other two victims.

Comm Bakri said French police had also arrested four men, aged between 20 and 36, in connection with the kidnapping.

Police have yet to identify the syndicate’s mastermind.

“We are also looking into the human trafficking angle,” Comm Bakri said at a press conference on Monday.

All three victims are under police custody to facilitate investigations.

The six arrested in the city are under remand.

Police arrest six kidnappers

KUALA LUMPUR: Police have arrested six men, believed to be part of an international kidnapping syndicate, after they released a 16-year-old boy held captive for five days.

Sources revealed that the suspects, comprising five Sri Lankan and a local, were arrested at a house in Kepong on Saturday.

Police had set up a special operations unit after they learnt of the boy’s kidnapping on Oct 26.

“The teenager, who has a United Nations High Commissioner for Refugees (UNHCR) card, works in Setapak and was kidnapped from there before being brought to a house somewhere in Kepong,” the sources said.

It is learnt that the teenager’s father, who works in France, made the payment from there, following which the victim was released on Friday around midnight uninjured.

Sources added that the syndicate had demanded a ransom of US$50,000 (RM170,940) from the family and after negotiating, the kidnappers agreed to US$5,000 (RM17,094).

“After the teenager’s release, cops stormed a house in Kepong and arrested five men.

“Another suspect was arrested later the same day in the vici- nity,” they said.

Following the arrest, with assistance from Interpol, police arrested a Sri Lankan national in Paris believed to be part of the syndicate, they added.

The suspects have been placed under remand pending further investigations.

MI5 boss speaks out in torture row - Oct 17 2009 (

THE head of MI5 has issued a powerful defence of Britain's co-operation with America and other countries accused of the abuse and torture of detainees.

Director-general Jonathan Evans said British lives had been saved by intelligence from overseas agencies since the 9/11 attacks in the US.

Speaking at a private event to mark MI5's centenary, he said they would have been "derelict in their duty" if they had not worked with foreign agencies to counter the threat from al-Qaeda.

Evans admitted contacts with agencies in nations with standards and practices "very far from our own" had posed a real dilemma.

But he insisted he had "every confidence" in the way his officers dealt with them.

MI5 are facing court and a police probe over claims they colluded in the mistreatment of suspects held overseas.

Evans claimed it was "a clear and long established principle"that MI5 did not collude in torture or solicit others to torture on their behalf.

But he said events following 9/11 had to be seen in the context of the times, with the UK and other Western countries facing a terrorist threat that was "indiscriminate, global and massive".

Evans said: "We had seen nearly 3000 people killed in the United States, 67 of them British.

"There was a real possibility that similar attacks were being planned, possibly imminently. The root of the terrorist problem was in parts of the world where the standards and practices of security apparatus were far removed fromour own.

"We would have been derelict in our duty if we had not worked, circumspectly, with overseas liaisons who were in a position to provide intelligence that could safeguard this country."

Meanwhile, the High Court has ruled that the Government must disclose secret details of former Guantanamo Bay detainee Binyam Mohamed's alleged torture abroad.

400,000 umat Islam Britain bersimpati gerakan jihad

LONDON 4 Julai - Agensi perisikan Britain, MI5 menganggarkan kira-kira 400,000 umat Islam di negara ini bersimpati dengan gerakan jihad di seluruh dunia.

Angka tersebut termasuk kira-kira 1,200 orang fanatik yang terbabit secara aktif dalam jihad di negara ini atau di luar negara.

Pejabat Hal Ehwal Dalam Negeri Britain mendedahkan terdapat orang yang bersimpati dengan pergerakan Al-Qaeda dengan cuba menyusup masuk ke dalam agensi keselamatan dengan beberapa orang daripada mereka berjaya ditangkap.

Statistik yang membimbangkan itu diperoleh daripada penyelidikan yang dijalankan oleh MI5 di seluruh Britain.

Ketua Antipengganas Scotland Yard, Deputi Asisten Komisioner Peter Clarke berkata, bilangan belia Islam British yang beralih kepada keganasan juga semakin bertambah.

Clarke menambah, pihaknya sedang menyiasat 70 kes berkaitan perkara itu di negara ini dan seluruh dunia.

‘‘Terdapat 60 orang sedang menunggu perbicaraan di sini bagi kesalahan yang berkaitan keganasan,” katanya.

Menurut beliau, polis telah berjaya menggagalkan tiga atau empat serangan sejak pengeboman di London pada tahun lalu.

Beliau menambah, rakyat Britain tidak diberitahu mengenai ancaman sebenar daripada fanatik Al-Qaeda.

‘‘Ia adalah gambaran perisikan yang sangat membimbangkan. Kadang-kadang boleh dirasakan bahawa orang awam tidak diberikan penjelasan yang mencukupi mengenai keadaan sebenar ancaman tersebut,” katanya.

Sementara itu, undian pendapat yang dijalankan oleh The Times hari ini menunjukkan 13 peratus daripada 1.6 juta umat Islam di Britain berpendapat empat pengebom berani mati dalam serangan tahun lalu perlu dianggap sebagai mati syahid.

Sebanyak 56 peratus pengundi berkata, kerajaan tidak bersungguh-sungguh dalam memerangi pelampau.

MI5 papers reveal young Mussolini was British agent

LONDON: Italy’s dictator Benito Mussolini, credited with being one of the key figures in the creation of Fascism, was actually British spy agency
MI5’s “secret agent”, de-classified documents have revealed.

According to the documents, Mussolini got his start in politics in 1917 with the help of a £100 weekly wage from MI5 — £6,000 today — to write pro-war propaganda for his newspaper ‘Il Popolo d’Italia’ and keep Italian troops fighting at the front. Historians in Cambridge, led by Peter Martland, have uncovered the details of the lucrative deal struck between a young Benito Mussolini and MI5, more than 64 years after his death, The Times reported.

In fact, the deal was brokered by British member of parliament, Samuel Hoare, who would almost two decades later become the foreign secretary, but in the autumn of 1917 was acting as the spy agencies man in Italy, say the documents. The hope was that Mussolini’s newsprint would reach the disgruntled masses of industrialised workers, halt the strikes and overturn pacifism — propaganda might stiffen Italy’s resolve and banish the Bolsheviks.

Kini, agensi perisikan domestik Britain, MI5 mahu mendapatkan khidmat 'Q' untuk agensi itu sendiri.

MI5 simpan fail rahsia PM Britain

LONDON: Sebuah buku baru mendedahkan agensi perisikan Britain, MI5, menyimpan fail sulit mengenai bekas Perdana Menteri, Harold Wilson yang dikatakan mempunyai hubungan rahsia dengan Eropah Timur serta percaya dirinya diintip agensi berkenaan.

Fail itu tidak bertujuan menjatuhkan Wilson tetapi lebih kepada usaha mengawasi sebarang pertemuan yang diragui, kata buku bertajuk The Defence of the Realm, yang disiarkan buat pertama kali secara bersiri dalam akhbar The Times, mulai kelmarin.

Buku itu akan mula dijual minggu depan sempena ulang tahun ke-100 MI5.

"The Defence Of The Realm" was written by Cambridge University historian Christopher Andrew, who was given virtually unrestricted access to some 400,000 files -- and even joined the domestic intelligence agency himself.

The book's revelations include how MI5 officers told then prime minister Neville Chamberlain in 1938 that Hitler privately called him an "arsehole", after he appeased the Nazi regime over its annexation of the Sudetenland.

It also features previously unseen surveillance pictures of Soviet agents, Irish Republican Army (IRA) operatives and Islamic extremists plotting and shopping for bomb parts.

Andrew said he had been "pretty thrilled and a bit nervous" to write the more than 1,000-page book. "Every other day, I would say: 'Oh crikey, I never knew that'," he told reporters.

Stephen Lander, the former head of MI5 who commissioned the book in 2002 to mark its centenary this year, said MI5 was the first Western intelligence agency to undertake such a project.

One of the main triggers for the book was the September 11, 2001 attacks in the United States and the advent of Al-Qaeda-type suicide attacks, which meant that security services needed much more public support.

"It is quite clear within the service that our world has changed fundamentally. The suicide bomber is a different order of threat to the IRA," he said.

"Maybe we didn't appreciate at that stage the extent to which that change was going to affect us post the invasion of Iraq," he added.

"But we certainly did see that we would need to gear up to a new sort of approach and a new sort of work and we would particularly need the support of the public."

The book is the latest step taken by MI5 in recent years to make its operations more open, while never compromising the confidentiality essential to much of its work.

Before the appointment of Stella Rimington in 1992, its chiefs were never officially named or photographed, and publication of her identity caused a press frenzy.

By contrast, earlier this year, current head Jonathan Evans gave the first-ever newspaper interview by someone in the job.

Recruitment has also changed.

In previous years, potential spies were often approached surreptitiously through colleges at Cambridge and Oxford universities.

But now MI5 runs advertisements and has a careers section on its website, launched in 2002, which stresses its interest in female and ethnic minority recruits.

A sizeable chunk of the book is devoted to MI5 during the Cold War, including the Cambridge Five spy ring which Andrew describes as "the ablest group of British agents ever recruited by a foreign power."

He said Britain had significant problems coping with Soviet agents until 1971, when it expelled them en masse.

"Up to 1971, we couldn't really deal with them," he said. "There were just too many of them -- in other words, they outnumbered the capacity of the security service.

In the last two decades of the Cold War, the service's focus switched from counter-espionage to counter-terrorism, particularly the IRA and in the Middle East, Andrew added.

UK spy boss defends foreign intelligence links

LONDON (Reuters) - Britain's MI5 security service, under fire for alleged complicity in abuse of suspects overseas, has defended its foreign intelligence links, saying they stopped "many attacks" in the years after the Sept. 11 2001 strike.

Speaking for the first time about charges of MI5 complicity, agency Director-General Jonathan Evans said Britain had had to get overseas help at the time as its own knowledge of al Qaeda was inadequate and al Qaeda might have hit again "imminently".

MI5 would have failed in its duty if it had not worked with its overseas connections to safeguard Britain, he said in a speech in Bristol in western England on Thursday evening.

"Such intelligence was of the utmost importance to the safety and security of the UK. It has saved British lives. Many attacks have been stopped as a result of effective international intelligence co-operation since 9/11," said Evans.

A text of his remarks was released by MI5.

Human rights groups have expressed concern about Britain's intelligence links with countries where detainees are at risk of torture or other abuse and apparently held in a secret U.S. system of detention and transfers.

In one high-profile case, Britain is to investigate whether members of its secret services were complicit in the torture of Binyam Mohamed, a British resident released from Guantanamo Bay earlier this year after nearly seven years in detention in several countries including Pakistan.

Evans said that working with foreign agencies whose standards in handling suspects were very far removed from Britain's had posed "a real dilemma" for MI5 officers working in difficult and at times dangerous circumstances.

"We do not solicit or collude in torture. We do not practice torture. But we are operating in a difficult and complex environment," he said.


Outlining MI5's options at the time, he said: "Given the pressing need to understand and uncover al Qaeda's plans, were we to deal, however circumspectly, with those security services who had experience of working against al Qaeda on their own territory?

"Or were we to refuse to deal with them, accepting that in so doing we would be cutting off a potentially vital source of information that would prevent attacks in the West?"

Britain has been a target for Islamist militants after it joined the United States in invading Afghanistan and Iraq after the Sept. 11, 2001 attacks. Four British Muslim men carried out suicide bomb attacks on the London transport system in July 2005, killing 52 people.

Evans said he did not defend abuses that had come to light in the "U.S. system" since Sept 11, 2001 -- an apparent reference to the alleged abuse of al Qaeda suspects in Guantanamo and other facilities under effective U.S. control.

"But it is important to recognise that we do not control what other countries do, that operational decisions have to be taken with the knowledge available, even if it is incomplete, and that when the emerging pattern of U.S. policy was detected necessary improvements were made," he added.

Detailing the system of accountability MI5 is subject to, Evans said a balance had to be struck between an "onerous and detailed scrutiny" that could harm the service's effectiveness, and accountability sufficiently robust to ensure any inappropriate action by the service came to light.

Noordin and Azahari Husin were thought to have masterminded the 2003 JW Marriott hotel bombing in Jakarta, the 2004 Australian embassy bombing in Jakarta, the 2005 Bali bombings and the 2009 JW Marriott - Ritz-Carlton bombings, and Noordin may have assisted in the 2002 Bali Bombings.

Noordin, nicknamed "Moneyman", was an indoctrinator who was specialized in recruiting militants into becoming suicide bombers and collecting funds for militant activities.

Having long since been wanted by Malaysian and Indonesian authorities, in 2006, he also became listed on the FBI's third major "wanted" list, the FBI Seeking Information - War on Terrorism list.

He was killed during a police raid in Solo, Central Java, on 17 September 2009.

Fugitive Trail

On 21 July 2005, Irun Hidayat was convicted of being an accessory by providing a house to Azahari Husin and Noordin Top.

After the October 2005 attack, a Philippine security official said that for months intelligence officials in Southeast Asia had received information that the al-Qaeda-linked Jemaah Islamiyah group was orchestrating a major strike, possibly in the Philippines or Indonesia, but were unable to uncover the plot's details in time to prevent it.

Mbai identified the chief suspect in the 2005 attack as Azahari Husin, who was thought to collaborate with the second suspect, Noordin, whose wife was sentenced to three years in prison for harbouring him. Azahari Husin was later killed in a raid in November 2005.

On 24 February 2006, the FBI added Noordin among three names to the Seeking Information – War on Terrorism list.

On 29 April 2006, he narrowly escaped capture after his safe-house was raided by heavily armed Indonesian police in Binangun, Central Java. In the altercation, Abdul Hadi and Jabir were killed.

In June 2006, it was reported that Noordin was threatening more attacks in video tapes recovered by Indonesian authorities, and police believe that he may have formed his own organisation outside JI.

On 8 August 2009, there were media reports that he had been killed during a shootout with police near Temanggung, a village in Central Java. Forensic testing conducted by Indonesian police, however, disproved this speculation. A body recovered from the ambush site was instead found to be Ibrohim, a key organiser of the 2009 Jakarta bombings.


Indonesian National Police Chief Bambang Hendarso Danuri announced on 17 September 2009 that Noordin was killed in a police raid along with three other terrorists.Among four bodies recovered after the raid on a village house in Solo, Central Java, a decapitated corpse was identified as Noordin's — fingerprints taken from it matched those of Noordin that were obtained from Malaysia. A similarity was found in at least 14 minutiae points. According to a police intelligence officer, the renter of the house, "Susilo", Noordin's close associate Bagus Budi Pranoto, alias "Urwah", and Aryo Sudarso, alias Mistam Hisamuddin, were killed in the raid, along with Noordin.[21] Police were led to the house after arresting Indonesian militant Rohmat Puji Prabowo at a market place in Solo on 16 September.

Sidney Jones, the Southeast Asia programme director of the International Crisis Group, commented that Noordin's death was "a huge blow for the extremist organizations in Indonesia and the region", because "there isn't another radical leader in Indonesia who has given that same message so consistently."


During his exiles and escapes from police raids, Noordin married several women in Indonesia and produced several children from those marriages.

He married Munfiatun AKA Fitri on 7 July 2004. Fitri was sentenced to three years in prison for protecting him. He also married an unidentified woman in Rokan Hilir, Riau, during his exile after the first Bali Bombing. Around 2007, he also married Ariani Rahma during his exile in Cilacap. One other unidentified woman was also believed to be Noordin's wife during his time in police custody. These marriages were believed to be a part of his strategy to socialize with the local people in order to keep his identity secret. His first wife was an Indonesian-born Malaysian woman, who now lives in Johor, Malaysia, with their son.

PORT KLANG: Malaysia’s first submarine, the KD Tunku Abdul Rahman (TAR), sailed into our shores after a 54-day journey from Toulon, France.

Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin witnessed the arrival of the 67.5m-long submarine, the pride of the Royal Malaysian Navy, at Pulau Indah here at 9.18am yesterday. It can dive to 350m.

Close to 300 people watched in awe as KD TAR was brought to the dock by two tugboats Splendor and Scorpio at the KD Sultan Abdul Aziz Shah naval base in Pulau Indah.

Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin going down the hatch to check out the new vessel.

Crew members outside the submarine hatch waved to the eager crowd who were captivated by the shiny black vessel as it docked alongside the jetty at 9.18am.

“Our nation’s move to acquire the submarine will give the navy greater and more effective control over our waters.

“Our Government is taking action to protect our shoreline from threats, and this submarine being our first gives a credible boost to our naval forces within the region,” said Tuanku Mizan.

Also present was Sultan of Selangor Sultan Sharafuddin Idris Shah, Prime Minister Datuk Seri Najib Tun Razak and Raja Muda of Selangor Tengku Amir Shah.

All 32 crew members have been trained on a four-year course in maintenance, operations, submersion techniques and overcoming challenging situations.

Over the 54 days, the KD TAR has been taken to depths of 350m to test the submarine and at the same time acclimatise the crew to such depths.

KD TAR will be at Port Klang overnight before leaving for the Lumut naval base and to its final duty station in Sepanggar naval base in Sabah.

The submarine is equipped with six torpedo tubes which can fire simultaneously; anti-ship surface missiles and anti-submarine torpedoes.

Tuanku Mizan said operating a submarine in the navy was a welcome force-multiplier, as the craft would help secure the movement of ships and affirm Malaysian sovereignty in its waters.

“A submarine is a sophisticated asset and it must be used to advance the nation’s naval force to ensure a sustainable and comprehensive approach to protect our seas,” said Tuanku Mizan.

All 32 members of the KD TAR crew were congratulated by Tuanku Mizan.

Defence Minister Datuk Seri Ahmad Zahid Hamidi said the new initiative to strengthen the navy was chiefly to protect Malaysian waters, build a naval network with neighbouring countries, and better anticipate the impacts of changing maritime traffic requiring safe routes.

The submarine project began when Malaysia signed a deal to purchase two submarines in 2002.

A crime-ridden small town and an academy are just two elements of many that work together to train agents of the renowned US Federal Bureau of Investigation.

THE Bank of Hogan is the world’s most robbed bank: it’s held up at least twice every week! The bank sits in a little town in Virginia, the United States, which seems to have mobsters, drug dealers, and terrorists lurking around every street corner. Walk along the narrow main street and you are bound to witness unlawful activities being committed or arrests being made.

Welcome to Hogan’s Alley, the baddest town in the United States. Ironically, it’s also the safest! That’s because it’s fully owned and run by the US Federal Bureau of Investigation (FBI).

According to Supervisory Special Agent Jason Pack, the mock town was built with the help of Hollywood set designers more than 20 years ago to provide a realistic training ground for new FBI agents.

A group of foreign journalists are being given a peek at Hogan’s Alley while on a tour of the nearby FBI Academy. We even witness some notorious goings-on involving gun-weilding masked men!

While it’s populated entirely by actors who play the parts of innocent bystanders as well as baddies – terrorists, bank robbers, drug dealers, and thugs – Hogan’s Alley looks as real as any other small town in the United States. It has a bank, post office, hotel, laundromat, restaurant, barber shop, and pool hall; homes, shops, a used car showroom, and even a movie theatre.

But all is not what it seems. The Dogwood Inn Restaurant is actually a classroom. And Honest Jim’s may be a used car dealer, but the vehicles parked outside it are not for sale. The post office has no delivery service and the town’s two mailboxes have been permanently sealed because they kept filling up with real letters!

This bank is robbed twice a week, every week! FBI recruits practice dealing with the ‘robberies’ staged by actors.

The Manhattan Melodrama at the Biograph Theater is no box-office hit, so don’t waste time queuing for tickets. The theatre is actually a functional FBI office.

And if you think Hogan’s Alley sounds familiar, it’s based on a comic strip from the 1800s, which featured an alley located in a rough neighbourhood. The strip also inspired the 1984 arcade game, Hogan’s Alley.

Pack explains that FBI recruits are taught the latest investigative techniques, firearms skills, and defensive tactics at Hogan’s Alley. They plan and make arrests, examine evidence at crime scenes, conduct searches, investigate terrorist activities, and clear areas to ensure they are safe for simulated gun fights with “criminals”.

Real-life exercises include a bank robbery, a kidnapping, an assault on another officer, and arrest scenarios in which the “suspect” is armed and dangerous. Trainees use paint guns to test their tactical skills.

But, like real life, not everything follows a script. Some actors are coached to resist arrest and enact realistic life-and-death situations to test the recruits.

According to FBI records, Hogan’s Alley type of training for police and military personnel was introduced between World War I and II. The first reference to a facility called “Hogan’s Alley” was at the Special Police School, established in the 1920s by the National Rifle Association and the US Army’s National Board for the Promotion of Rifle Practice at Camp Perry in Ohio.

The facility was set up after a 1920 survey of police departments in cities with a population over 25,000 revealed that only 13 departments had established marksmanship training programmes. In 1924, all city police departments in towns with populations of over 10,000 were invited to participate in national-level marksmanship matches at Camp Perry.

During WWII, the Special Police School closed down but the concept of Hogan’s Alley continued in other forms.

The present-day FBI’s Hogan’s Alley relies on simulated munitions and role-playing to make the shoot/don’t shoot decisions far more realistic than was possible in the past, says Pack. Modern simulations used by military and police now include a wide range of simulated weapons and scenarios, paintball gun technology, and life-sized, computer animated simulations projected in special 360° theatres, using advanced light guns with “force feedback” to simulate a real gun’s recoil, which can be quite strong.

We aren’t fortunate – if I may use that word! – enough to witness a bank robbery when we drop by at Hogan’s Alley, but we do witness a scuffle between “thugs” and agents and observe how the trainee agents tackle the situation.

The “crime rate” at Hogan’s Alley may be stratostropic but it is this violent little town that helps keep other small American towns and large cities safe by helping to train the protectors and keepers of the peace.

LOUD shots ring out in rapid succession, like firecrackers ripping through the early morning calm. The coach carrying 34 journalists from 22 countries slows to a halt along the narrow track.

We don’t have to be told that, after an hour’s journey from Washington DC, we’ve finally arrived at the FBI Academy in Quantico, Virginia.

Across a field made soggy by overnight rain, we see scores of young men and women in dark caps, blue T-shirts, and khaki pants, focused on the targets ahead of them, taking aim again with their guns.

They are among the FBI’s 800 new recruits, the cream of the crop skimmed from over 50,000 applicants who applied to become agents this year.

Agent Kurt Crawford from the FBI’s media relations department, who is our guide for the day, explains that FBI trainees spend four hours daily at the shooting range, as the firearms exercise is an integral part of their training.

“Over one million bullets are fired by FBI recruits during practice each year,” says Crawford, adding that each trainee will go through 3,900 shells during training.

Recruits are trained to use weapons like the Glock 23 handgun, Remington 870 shotgun, HK MP5 submachine gun, and M4 carbine.

Since the mid-1930s, special agents (all FBI agents are called “special”) have been authorised to carry firearms. Although agents rarely fire their weapons in real-life situations, trainees have to be sharpshooters by the time they graduate from the academy, and must maintain their marksmanship scores throughout their career.

To become an agent, one has to be a US citizen, have a degree and at least two years of work experience. Among the applicants are policemen, soldiers, lawyers, doctors, and engineers and other professionals.

While just getting through the gates of the Academy may seem like a big hurdle for recruits, it is actually the easy part. The tough part comes in five months of rigorous training.

Crawford says trainees undergo 850 hours of instruction (including 63 that are Web-based) in four fields: academics, case exercises, firearms training, and operational skills – “To be an agent, one needs to be in great shape and be able to withstand the physical rigours of the job,” he explains.

Other than getting a hang of their weapons, recruits also participate in drills and simulated life-or-death situations during which they are tested on their ability to make split-second decisions. They also have to study law, ethics and behavioural science, inteview techniques and report writing, basic and advanced investigative and intelligence techniques, interrogation techniques, and forensic science.

Students also learn how to manage counter-terrorism, counter-intelligence, weapons of mass destruction, and cyber and criminal investigations so that they can handle any case upon graduation.

And most of all, as future agents, they have to psyche themselves to be prepared to run towards danger when others are running away.

FBI supervisory special agent Jason Pack, who had accompanied our group to Quantico from Washington DC, elaborates that the FBI uses case exercises (based on real cases) to test the trainees’ mettle in real-life situations.

For instance, a trainee might be given a tip-off and will then have to plan the arrest of some bad guys. The investigation is played out on the streets of Hogan’s Alley (see Training the protectors on SM4), and the trainees will conduct interviews, perform day and night-time surveillance, put to use the street survival techniques they’ve learnt, and plan and carry out an arrest.

And to make sure they make proper arrests that will lead to convictions in court later on, they also get the chance to present evidence in a moot court.

According to Pack, they also have to learn operational skills, which includes everything from defensive tactics to surveillance, and physical fitness to tactical driving.

Defensive tactics training focuses on boxing and grappling, handcuffing, searches for weapon retention, and disarming techniques. Safe driving techniques are taught at the Tactical Emergency Vehicle Operations Center at the Academy.

After completing the training programme and passing all required tests, the trainees are ready to earn their badges.

According to Crawford, the academy’s failure rate is low because the FBI has the advantage of choosing the best recruits from the large pool of applicants.

“When you get here to be a special agent, the FBI is not out to fail you. That’s a waste of time. Out of 800 trainees, only one or two will probably not graduate.”
